According to the latest data from the China Electrical Industry Association, in the first quarter of 2004, China's exports of mechanical and electrical products accounted for 55% of China's exports. The European Union has become the main market for China's electromechanical product exports. Due to the outdated environmental protection concepts and technological levels of Chinese manufacturers, the RoHS directive has resulted in nearly $27 billion worth of Chinese electromechanical products facing environmental barriers from the European Union.
The Chinese government has been closely monitoring and researching countermeasures, and the State Council has specifically tasked the Ministry of Information Industry with researching and responding to EU environmental directives. The Management Measures for the Prevention and Control of Pollution from Electronic Information Products formulated by the Ministry of Information Industry in accordance with relevant regulations such as the Clean Production Promotion Law and the Solid Waste Pollution Prevention and Control Law has been completed and will come into effect on January 1, 2005.
According to the "Management Measures for Pollution Prevention and Control of Electronic Information Products", starting from July 1, 2006, electronic information products listed in the key prevention and control directory of electronic information product pollution shall not contain lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyl ether, polybrominated biphenyl, and other toxic and harmful substances. For a period before July 1, 2006, the Chinese government required electronic information product manufacturers to implement measures to reduce the production of toxic and harmful substances, and actively seek alternative products.
At the same time, an organization called the "Working Group on Electronic Information Product Pollution Prevention and Control Standards" has also begun preparations to be established. The main task of this organization is to research and establish electronic information product pollution prevention and control standards that are in line with China's national conditions, carry out research and development work related to electronic information product pollution prevention and control, especially accelerate the development of urgently needed basic standards for materials, processes, testing methods, and experimental methods.
